It was a crappy landing site.
You know if the TARDIS landed in modern day and the Chameleon Circuit wasn't broken, that's the perfect form for it to take. Sitting along the side of the road? In a construction site? In a big city, next to an office building? All completely normal places to see one of those.
Time is relative.
But 20 people have gone in there and haven't come out!
